Policy Advice
Knowledge and Impulses for Political Decision-Making
The crises of our time are increasing the pressure for political and societal action. Whether it concerns climate change, biodiversity loss, energy, mobility or food transitions, sustainable water and land management, spatial planning, or the resilience of infrastructures and public services — the complexity and urgency of these transformations are immense.
This makes the visibility, reach, and accessibility of the knowledge developed within the ARL all the more important. The transfer of our inter- and transdisciplinary results, as well as the dialogue with practice, politics, and administration, are therefore key objectives.
At local, regional, national, and European levels, the ARL supports policy-makers and public administration with independent expertise and practice-oriented impulses on current issues of sustainable spatial development. Our contributions help ensure that spatially relevant decisions are well-informed and forward-looking, providing ideas for socio-ecological transformations.
Our Formats
- Position papers and statements developed in working groups or on current political processes provide concrete recommendations and guidance for decision-makers in policy and administration.
- Evidence-based statements on legislative proposals.
- Participation in commissions and advisory boards , such as the Federal Advisory Council on Spatial Development (Beirat für Raumentwicklung) at the Federal Ministry for Housing, Urban Development and Building (BMWSB) and the Main Committee of the Conference of Ministers for Spatial Planning (MKRO).
- ARL Forums: In our Regional and Thematic Forums, experts from ministries, municipalities, academia, and planning practice engage in professional exchange and networking.
- Dialogue formats: Events that bring together science, administration, and policy — for example, the ARL Brussels Talks or Leibniz in the Bundestag / Leibniz in the Landtag .
- Foundational knowledge: ARL publications such as the Compendium of Urban and Regional Development , the Handwörterbuch der Stadt- und Raumentwicklung , or the Country Profiles make specialized knowledge available in an up-to-date, concise, and practice-oriented manner.
We ensure the quality of our policy advice through transparent procedures, independent expertise, and close cooperation between science and practice. This guarantees that our recommendations are not only academically sound but also action-oriented.

- Positionierungen aus Arbeitskreisen in und zu politischen Prozessen und Positionspapiere bieten konkrete Hinweise und Empfehlungen für politisch und fachlich Verantwortliche
- Wissensbasierte Stellungnahmen zu Gesetzesvorhaben
- Mitwirkung in Kommissionen und politischen Beiräten (z. im Beirat für Raumentwicklung des Bundesministeriums für Wohnen, Stadtentwicklung und Bauwesen (BMWSB) und dem Hauptausschuss der Raumentwicklungsministerkonferenz)
