für die Leitung des Referates „Wirtschaft, Technik, Infrastruktur“ zu besetzen.

Der inhaltliche Schwerpunkt der vielseitigen Tätigkeit liegt in den Bereichen wirtschafts- und sozialwissenschaftliche Grundsatzfragen, Regionalentwicklung, regionale Strukturpolitik, Arbeitsmarkt, öffentliche Finanzen, Infrastruktur sowie Technikentwicklung, jeweils in ihren räumlichen Bezügen.

Für einen neuen Arbeitskreis der Akademie für Raumforschung und Landesplanung (ARL) zum Thema

„Nachhaltige Raumentwicklung für die große Transformation“

werden Teilnehmerinnen und Teilnehmer gesucht.

Der Arbeitskreis wird geleitet von Prof. Dr. Sabine Hofmeister (Leuphana Universität Lüneburg, Fakultät Nachhaltigkeit); die Mitglieder des zukünftigen Arbeitskreises werden sich dem Thema und seinen Teilaspekten aus wissenschaftlicher und aus der Perspektive der (Planungs)praxis widmen.

Thema

Der Wissenschaftliche Beirat der Bundesregierung Globale Umweltveränderungen (WBGU) hat mit seinem Gutachten „Welt im Wandel: Gesellschaftsvertrag für eine Große Transformation“ neue Dynamik in die Debatte zu Fragen einer nachhaltigen Entwicklung gebracht. Der WBGU geht von der Überzeugung aus, dass ein Ausstieg aus der Nutzung fossiler Energieträger unausweichlich ist, um die globale Erwärmung (Klimawandel) zu begrenzen. Er benennt die Notwendigkeit einer Transformation in den drei zentralen Handlungsfeldern - Umbau der Energiesysteme hin zur Nutzung post-fossiler Energieträger, Urbanisierung und Landnutzung - mit dem Ziel der nachhaltigen Entwicklung. Dabei wird dem „gestaltenden Staat“ eine zentrale Rolle zugesprochen. Der WBGU stellt fest, dass nachhaltige Stadt- und Regionalplanung zentrale, bislang vernachlässigte Handlungsfelder für eine Transformation darstellen. Über die Voraussetzungen für eine nachhaltige Raumentwicklung wurde in der ARL in den 1990er und 2000er Jahren breit diskutiert. Nachhaltige Raumentwicklung benötigt ein Gesamtkonzept räumlicher Planung, das eine Vielzahl konfligierender Belange durch Bewertung und Abwägung integriert und dabei v. a. den folgenden Anforderungen des WBGU-Gutachtens gerecht wird:

Throughout history, cities and regions have been cornerstones of economic, social and cultural institution building and centres of communication and trade across borders of empires and nations. In a globalised world dominated by multi-level governance and declining economic and political significance of the nation-state, cities and regions are becoming ever more so important in building bridges across nations, supra-national unions, and even continents.

These challenges surpass the usual aspects of integration: it is not sufficient to reduce barriers for the mobility of labour, goods, services and capital, to create a homogenous competitive environment, and a solid monetary system. What is needed in addition are more elements of a new regionalism, which is based on non-hierarchical relationships, on self-government, and on the creation of flexible alliances leading to interregional transnational cooperation. The development of a region is affected by its competitive and complementary relationships with other increasingly distant regions. These relationships have to be embedded in an overall structure of relations which encompass the purely economic ones and have strong social, cultural, legal and political dimensions.

Hintergrund und Anliegen

Die öffentlichen Kontroversen um infrastrukturelle Großprojekte wie auch um „alltägliche“ Vorhaben der räumlichen Planung haben zu einer erheblichen Verunsicherung in Verwaltung und Politik geführt. Die neue Qualität dieses Phänomens liegt vor allem darin, dass nicht nur störungsintensive und imagebelastete Vorhaben, sondern nun auch städtebauliche Projekte des Wohnungsbaus, des Ausbaus der sozialen Infrastruktur oder des öffentlichen Personennahverkehrs Widerstand erfahren. Offensichtlich bestärkt beschleunigter gesellschaftlicher Wandel den Wunsch nach Stabilität und Übersichtlichkeit und erhöht das Interesse am Erhalt des „Status quo“ im nahräumlichen Umfeld.

Seit über vier Jahrzehnten gibt die Akademie für Raumforschung und Landesplanung (ARL) das „Handwörterbuch der Raumordnung“ heraus. Das bewährte Grundlagenwerk wird im Jubiläumsjahr 2016 in einer Neuauflage und erstmals auch als Onlineversion erscheinen. Es richtet sich an Interessierte aus Wissenschaft und Praxis. Die 4. Auflage von 2005 wird dafür durch einen vom Präsidium eingesetzten Redaktionsausschuss unter der Leitung von Prof. Dr. Hans Heinrich Blotevogel vollständig überarbeitet. Bis zur Neuerscheinung ist die alte, mittlerweile vergriffene Ausgabe noch als PDF auf der ARL-Website verfügbar.

Seit nunmehr 35 Jahren dient der mit insgesamt 25.000 € dotierte Deutsche Städtebaupreis der Förderung einer zukunftsweisenden Planungs- und Stadtbaukultur. Er wird ausgelobt von der Deutschen Akademie für Städtebau und Landesplanung (DASL) und von der Wüstenrot Stiftung gefördert.

Mit dem Deutschen Städtebaupreis werden städtebauliche Projekte prämiert, die sich durch nachhaltige und innovative Beiträge zur Stadtbaukultur auszeichnen. Dabei sollen die Projekte den aktuellen Anforderungen an zeitgemäße Lebensformen ebenso Rechnung tragen wie den Herausforderungen an die Gestaltung des öffentlichen Raums, dem sparsamen Ressourcenverbrauch sowie den Verpflichtungen gegenüber der Orts- und Stadtbildpflege.

Die gemeinsame Jahrestagung von ARL und DASL, die vom 16.-17. September 2016 in Hannover stattfinden wird, setzt sich mit der Sicherung gleichwertiger Lebensverhältnisse auseinander. Der Auftrag, im öffentlichen Interesse für das gesellschaftliche wie auch individuelle zukünftige Dasein Vorsorge zu treffen, ist zentraler Inhalt raumbezogener Politik und Planung. Ausgestaltung, Herangehensweisen und Steuerungsmöglichkeiten sind immer wieder zu prüfen und an gewandelte Rahmenbedingungen anzupassen. Die Tagung will Plattform für eine aktuelle Positionierung aus Perspektive der Raumwissenschaften und räumlichen Planung sein.

To establish an international academic working group (IAK) on

"Planning & Governing the Metropolis"

the ARL is currently looking for participants. The members of the working group will work for approximately three years together and address the topic and its sub-aspects both from inter- and transdisciplinary perspectives.

Background

Different processes of rescaling (up, down, trans-scaling) in the EU countries have multi-faceted im-pact to the metropolitan governance and planning institutions. There is a variety of institutional forms, planning practices and episodes manifested and experimented recently in the metropolitan regions of Europe, but there is a gap of knowledge about these structures and processes - both in academia and practice . Despite a diversity of books produced in the last few years on metropolitan governance issues pre-senting collections of case studies, there is no systematic comparison of factors that influence the institutional form of metropolitan governance, the success factors and the performance of metropol-itan governance and especially the role of metropolitan planning. Nowadays, a distinct set of problems and challenges for the metropolitan planning emerge. Included in these emerging hurdles are: non-regulated competition among municipalities to attract new in-vestments, new fragmentations and contradictions under fiscal and economic crisis, unprecedented external episodes, new environmental and demographic problems, uncontrolled migration and refu-gees flows, increased inequalities, social and territorial segregation, and new poverty in the cities. All these challenges reformulate new requirements for planning and development agendas at different scales.

Background

The liberalisation and Europeanisation of electricity markets, climate mitigation policies, and the increasing competitiveness of renewable energy technologies are driving fundamental transitions of European power grids at all levels. This restructuring often results in locational shifts of energy generation within the individual countries (often far away from the major load centres) and has considerable spatial impacts. It not only changes the spatial topology of electricity networks and interferes with land uses, but it also shapes a whole host of spatial relations, including forms of integration, exclusion, bypassing, and proximity. The spatial governance and planning of electricity supply can no longer treat electricity as a homogeneous commodity, but instead has to address the qualities of electricity supply more systematically—the availability of electricity in peak hours and in load centres (or its surplus in off-peak periods and in load peripheries), its low carbon credentials, its capacities to be stored, and its system reliability, among other issues. We thus need to understand how the changing nature of energy networks and economies reshapes forms of socio-spatial order, politics and inequalities—all of which have implications for spatial governance and planning.

International Summer School 2016

25 August to 27 August 2016 in Stockholm (Sweden)

The ARL International Summer School 2016 was organised in cooperation with the Department of Human Geography at Stockholm University and dealt with “unpacking spatial planning as the governance of place”.

The summer school programme focused on concepts of governance in spatial planning, which have been an important issue in planning theory for quite some time. State-of-the-art concepts, methods and empirical approaches to governance in spatial planning were introduced and discussed.

The summer school was attended by twenty doctoral students from different European countries. Professors Ulf Jansson, Peter Schmitt (both Stockholm University), and Rainer Danielzyk (ARL) led the participants through the three-day programme. Each doctoral student was given the opportunity to present and discuss the concepts, theories and empirical results of their dissertation project with the professors and fellow doctoral students. The projects showed a wide range of topics, including case studies from Great Britain, Canada, Germany, Sweden, Kenya and Ghana.
