Freiraumsicherung und Freiraumentwicklung in der räumlichen Planung - Mit einem Perspektivenwechsel den Freiraumschutz stärken
Die Sicherung und Entwicklung von Freiräumen in besiedelten und unbesiedelten Bereichen
ist die zentrale Aufgabe einer nachhaltigen Raumentwicklung und -planung.
Allerdings gehen Planungsimpulse nach wie vor primär von Flächenforderungen für
die weitere bauliche Entwicklung aus. Mit neuer Flächeninanspruchnahme für Siedlungs-
und Infrastruktur werden erhebliche Freiraumverluste mit negativen Folgen für
die verschiedenen Freiraumfunktionen und -nutzungen in Kauf genommen. Rechtliche
Verbindlichkeit, empirische Fundierung und auch der politische Wille für konsequenten
Freiraumschutz fehlen oft.
Der vorliegende Sammelband stellt anhand strategischer Ansätze und konkreter Praxisbeispiele
aktuelle Erfordernisse zu diesem zentralen Planungsthema ins Zentrum
und spiegelt die Diskussionen im ARL-Arbeitskreis „Freiraumsicherung und -entwicklung
in der räumlichen Planung“. Die Autorinnen und Autoren plädieren für eine
„Freiraumwende“ mit einem Perspektivenwechsel: künftig explizit vom Freiraum her
zu denken, zu planen und zu handeln.

Preserving and developing open space in spatial planning – Strengthening open
space protection by shifting perspectives!
The protection and development of open space in both built-up and unsettled areas is
a central task of sustainable spatial development and planning. However, planning
impulses continue to be driven primarily by land requirements for further building
development. With the new land take for settlement and infrastructure, significant
losses of open space with negative consequences for the various open space functions
and uses are being accepted. There is often a lack of legally binding regulations,
empirical foundations and the political will for consistent open space protection.
Using strategic approaches and concrete practical examples, this publication focuses
on current requirements for this central planning topic and reflects the discussions in
the ARL working group “Open Space Protection and Development in Spatial Planning”.
The authors argue for a “open space turnaround” with a shift in perspective to
explicitly think, plan and act from an open space perspective in the future.
