Fortentwicklung des Zentrale-Orte-Konzepts

Das Zentrale-Orte-Konzept  gilt als eine der tragenden konzeptionellen Säulen der deutschen Landes- und Regionalplanung. In den letzten Jahren mehrte sich jedoch die Kritik an der traditionellen
Form der Zentrale-Orte-Politik. Die einschlägigen Entschließungen der Ministerkonferenz für Raumordnung entsprechen immer weniger den aktuellen Problemstellungen und einem zeitgemäßen Verständnis der raumbezogenen Planung. Die Praxis der Anwendung des Zentrale-Orte-Konzept s in den Bundesländern lässt große Unterschiede erkennen. 

In Abstimmung mit der Ministerkonferenz für Raumordnung hat die ARL deshalb den Ad-hoc-Arbeitskreis "Fortentwicklung des Zentrale-Orte-Konzepts" eingerichtet, der sich mit den Argumenten
pro und contra Zentrale-Orte-Konzept  und vor allem mit möglichen Ansatzpunkten für dessen Weiterentwicklung auseinandergesetzt hat. Die Ergebnisse werden in dem vorliegenden Band präsentiert. In einem ersten Teil wird der wissenschaftliche Kenntnisstand über das Zentrale-Orte-Konzept  zusammenfassend dargestellt. Der zweite Teil enthält konkrete Empfehlungen für eine zeitgemäße Fortentwicklung des Konzepts und benennt offene Fragen für die Forschung.

The central-place concept ranks in Germany as one of the central conceptual pillars of comprehensive spatial and regional planning. However, in recent years increasing criticism has been levelled at central-place policy in its traditional form. In the decisions it has taken on this matter, the Ministerial Conference on Spatial Planning has appeared to be less and less in touch with the real problems currently being encountered on the ground, and with the contemporary understanding of what is at stake in spatial planning. There are today major differences among Germany's Länder regarding the manner in which they apply the central-place concept.

It was against this background that the ARL, in consultation with the Ministerial Conference on Spatial Planning, established its ad hoc working party on "The Further Development of the Central-Place Concept", charged with looking into the pros and cons of the central-place concept, and in particular with identifying possible points of departure for taking this concept forward. The findings of the working party are assembled here. 

The first section provides a survey of the current state of scientific knowledge regarding the central-place concept. Section Two contains concrete recommendations for the further development
of the concept to make it capable of coping with today's problems; it also sets out the questions which still need to be addressed in research.
