Reducing Land Take in Europe: Key Observations and Blind Spots from 14 countries

Report on the meeting of the ARL International Working Group (IWG) on No Net Land Take, Ghent, 23–24 April 2026 By Peter Lacoere, Thomas Hartmann

Despite No Net Land Take being a European policy objective, its implementation across countries remains largely in its infancy. Each country relies on different land policy strategies to pursue the goal of reducing land consumption. To better understand these implementation challenges, enable mutual learning, and facilitate structured reflection, the international working group on NNLT convened its first in person meeting in Ghent, Belgium.

„Land owners paradise?“

ARL International Working Group Land Take in Europe
A group of around 20 people stands together on a sunny rooftop terrace, posing for a photo. The group includes men and women dressed in casual to business-casual clothing. Behind them are low historic buildings and a tall church tower, while a modern glass structure lines one side of the terrace. The sky is clear and blue, casting strong sunlight and shadows across the wooden deck.

What strategies for reducing land use are appropriate in European countries? How can we learn from one another, and what fundamental issues are becoming apparent?

The international working group Land Take in Europe - In Pursuit of Net Zero met for its first live workshop at HOGENT University in Ghent (Belgium). The event was hosted by Dr. Ir. Peter Lacoere, who, together with Prof. Thomas Hartmann (co-chair of the working group), led the group through intensive discussions on the land-use target of Net Zero. Participants from 11 countries discussed country-specific approaches to reducing land use in plenary sessions and workshops. In particular, the obstacles to ambitious strategies were discussed, but participants also learned from best practices and made extensive use of the opportunity for collaboration.
